In my oldest sons school, the committee had a meeting regarding uniforms. We elected these individuals from the PTA to make these decisions. They left the meeting minutes available for the other parents to review. I felt this was appropriate. While they made the ultimate decision, we other parents were able to review and bring up any other points that we felt needed to be readdressed. ..jenn Though I do not live in your area, I can relate to this post.
